EFFECTIVE GOVERNANCE
I stand before you, as a guest in this Chamber, in accordance with Article 32 (2) of the Namibian Constitution, to fulfil my obligation to address the Nation on the implementation of Government programmes for the period 2020/21 and chart the way forward towards a future we continue to shape together.
Honourable Speaker, Honourable Chairperson, Fellow Namibians,
Where there is no peace there can be no development and where there is no development, there can be no peace. Effective governance, responsive institutions and an engaged citizenry are the bedrock of any democracy and a critical component to secure peace, socio-economic development and social cohesion. Despite the gains that have been made to strengthen Namibia’s Governance Architecture, I remain conscious of the need to do more. Thus I reaffirm once more the Government’s commitment to strengthening processes, systems and institutions to deliver quality services, protect freedoms and effectively combat corruption, to improve livelihoods for all Namibians.
Namibia’s Governance Architecture is grounded on a constitutional democracy comprising of a multiparty electoral system, regular elections every five years, two Presidential term limits of five years each, three organs of State with clear separation of powers, a three-tier representative Government comprising of national, regional and local government and constitutionally entrenched media freedoms. I stand here, on the basis of a fixed-term contract given to me by the People, the ultimate Sovereigns. The Government is bound to the social contract renewed through 2019 Presidential and National Assembly Elections, and the 2020 Regional and Local Authority elections. Elections are the ultimate expression of our democracy. As democrats, we accepted the outcomes of the concluded elections and I reassure all elected leaders, of my commitment to collaborate. Let us build the Namibian House, together.

Good Afternoon Fellow Namibians,
As you know, the current dispensation which came into effect for a period of 36 days, will lapse at midnight tonight, 31 March 2021.
Before I conclude, on behalf of the Republic of Namibia, I would like to express my sincere appreciation to the two Asian countries, namely, the People’s Republic of China and the Republic of India, for their usual South-South solidarity displayed in this moment of need, by donating 100,000 and 30,000 doses of the SINOPHARM and COVISHIELD vaccines to Namibia, respectively. Namibia thank you very much for this support.
We are, once again, gathered here at State House to inform the nation about the latest developments in our ongoing battle against the COVID-19 pandemic and also to share information regarding adjustments to the Public Health Regulations, that were announced on the 24 February 2021 and which will expire at mid-night tonight. As our President stated, the measures that will come into force at mid-night tonight will expire on 30 April 2021. I will say more about these measures later in my statement.
It has been just over one year since COVID-19 landed on our shores. During these past 12 months, we have learnt and continue to learn valuable lessons from our experiences and activities with the National COVID-19 Response and Preparedness. We have demonstrated that when we stand together, we are able to overcome any obstacle, however formidable it may be. COVID-19 was declared a formidable epidemic. It came with
ferocious speed, leaving precious little time to prepare. However, our people, especially the frontline health workers rose to the occasion. They worked long hours, day and night on week days, on weekends and during holidays. Their hard work made sure that the pandemic did not overwhelm our country. Indeed, these compatriots have recorded and
achieved commendable successes that our nation must be proud of.

SPEECH BY HIS EXCELLENCY DR HAGE G. GEINGOB, ON THE OCCASION OF THE 31ST INDEPENDENCE DAY ANNIVERSARY
STATE HOUSE, WINDHOEK
MARCH 21, 2021
(...), Today, as a nation, we mark 31 years of independence.Today is a day of celebration; it is a day on which we relive a moment in history, which changed our country and our lives forever. It is a day on which we honour the memory of those whose courage and patriotism delivered the promise of freedom. A day on which we memorialize the birth of a country of diverse people, forged as one nation under one flag, one anthem and one common destiny.
As we commemorate our 31st independence anniversary, we appreciate that this milestone occasion is symbolic of our coming of age. As our vibrant democracy matures and transitions into the fourth decade of independence, we stand on the cusp of a new era – a frontier of promise and possibility, firmly anchored in our history.
Together, over three decades, Namibians have forged love out of hate, peace out of conflict and common purpose out of self-interest. We have managed to establish a country in which, as the Founding Father Cde Sam Nujoma said, “… all Namibians, regardless of colour, creed or place of origin, have a place…” This is what we celebrate today. A home for all races and people of different backgrounds. We celebrate the intrinsic values of nationhood and identity. For it is these values that will enable us to withstand the rough seas in order to continue our journey towards our destiny of shared prosperity and sustainable development.
